Violent crime takes a holiday in New York City

NEW YORK (Reuters) - New York City passed a day without a single report of a person being shot, stabbed or subject to other sorts of violent crime for the first time in recent memory, police said on Wednesday.

The rare day occurred on Monday, near the end of a year when the city's murder rate is on target to hit its lowest point since 1960, according to New York Police Department chief spokesman Paul Browne.

Browne said it was "first time in memory" the city's police force had experienced such a peaceful day.

While crime is up 3 percent overall, including a 9 percent surge in grand larceny police attribute to a rash of smart phone thefts, murder is down 23 percent over last year, the NYPD said.

As for a day without violent crime, experts said they could not recall that happening in recent memory. "In a city of 8 million people, this is extremely rare," said Tom Repetto, author of ?American Police, 1949-2012.'

There have been 366 murders in the city so far this year, compared with 472 at this time last year, according to the NYPD.

By comparison, Chicago, Illinois, a city of about 2,707,000 people that has been plagued by gang violence in 2012, has registered 462 murders so far this year, according to the Chicago Police Department.

In Philadelphia, a city of about 1,536,000 people, there have been 301 murders so far this year, the exact same number as this time last year, the Philadelphia Police Department reports.

Repetto attributed New York's success to "pro-active" police department tactics, including its controversial stop and frisk policy.

While critics have charged that the dramatic increase in stops hasn't led to a similar rise in gun seizures, police officials have countered that proactive tactics have made criminals think twice about taking their guns out on the street.

But Obama gave no clue as to whether he was any closer to nominating her?or anyone else?to succeed Secretary of State Hillary Clinton. Clinton has said she will be leaving her post after four years as America's top diplomat, a role in which she has won praise from Democrats and Republicans in Congress.

Rice, who is known to be close to Obama, is thought to be a top contender for the job. So is Democratic Sen. John Kerry, who chairs the Senate Foreign Relations Committee.?But she has become a lightning rod for Republican criticism of the administration's handling of the Sept. 11 attack on the American compound in Benghazi, Libya. Several top Republicans, including Sen. John McCain, have vowed to block her confirmation.

That assault claimed the lives of Ambassador Chris Stevens and three other Americans. Republicans have accused the administration of misleading the public by playing down intelligence that it was a terrorist attack. They have also charged that the administration ignored requests for increased security in Benghazi and expressions of concern about extremists operating in the eastern Libyan city.

The White House flatly denies deliberately misleading the public.

Google's Romanian Domain Gets Defaced By Algerian Hacker MCA ...

Looks like Pakistan is not the only place where major internet companies? domain names can get hacked?hijacked.?This morning, google.ro?was taken over, with the credit being taken by ?Algerian Hacker? MCA-CRB, a serial website defacer. The site looked like the picture above for at least an hour, according to our tipster. It still looked like this when I took the screenshot, although now the site seems to have been taken down altogether.

It appears to be slowly coming back to the normal Google Romania page worldwide now, and is being described as a possible ?DNS hijacking attack? (more below). Google, meanwhile, says that it was ?not hacked? but that someone had managed to redirect visitors to another site for Google.ro and ?a few other web addresses.? (Full statement below.)

Softpedia is reporting that the same thing has happened to Yahoo?s site, but the site looks fine to me right now. Paypal.ro is also redirecting to the same page as Google.ro, although Paypal also operates another site at?https://www.paypal.com/ro/ that is up.

The text on the hacked site reads: ?By MCA-CRB / Algerian Hacker? and gives credit to three names, ?all members Sec? ? so perhaps in one of the many loose groups of hackers that associate themselves with Anonymous and LulzSec. ?S thanks = Mr-AdeL & i-Hmx & Lagripe-Dz All Members Sec,? the page reads.

MCA-DRB is also threatening more. ?To Be Continued ?.? the site says.

That?s not an empty threat, it seems. MCA-DRB, according to Zone-h?s registry of hacked sites, has been responsible for 5,530 site hacks and defacements to date, with many of them appearing to cover government and public services sites from countries across Asia, Africa, Europe, Australia and the Americas. By comparison, the Zone-h attributes 313 sites to Eboz, not counting the 284 from over the weekend.

Interestingly, this doesn?t seem to be happening everywhere. My colleague Drew sent me the screenshot for Google.ro from his computer in California and it seems to look like business as usual:

And it doesn?t seem to be following the same form as this weekend?s defacement exercise in Pakistan, where 284 sites were taken down by a hacker called Eboz. That attack appeared to have to do with the infiltration of the country?s domain registry PKNIC, where all of the affected domain name servers were redirected to servers hosted by Freehostia. But according to current checks on Google.ro, the site is still going to Google name servers.

We are reaching out to Google for comment and will update this story. [Update below.]

Update: Stefan Tanase, a Kaspersky lab expert writing at Securelist, notes that the incident may be due to a ?DNS hijacking? attack. He notes that ?both domains resolve to an IP address located in the Netherlands,? at?95.128.3.172?(server1.joomlapartner.nl), ?so it rather looks like a DNS poisoning attack.?

Google meanwhile says that it was not hacked.

?Google services in Romania were not hacked. For a short period, some users visiting?www.google.ro?and a few other web addresses were redirected to a different website. We are in contact with the organization responsible for managing domain names in Romania,? a spokesperson tells TechCrunch.

BURLINGTON, ON - (Marketwire - Nov 28, 2012) - Despite recent headlines of record home prices across Canada, a new study by Coldwell Banker Real Estate LLC indicates there are still many affordable markets where Canadian buyers can achieve their dream of homeownership. Today, Coldwell Banker released its annual Home Listing Report (HLR) revealing several of Canada's most affordable real estate markets are found in Central Ontario and the Maritimes.

Windsor, Ontario was Canada's most affordable market, averaging a $170,991 list price for the studied four-bedroom, two-bathroom home, aspired to by many move-up buyers. It was the only major market under $200,000 in the study of 'aspirational' homes in 75 markets across Canada. Affordability remains strong in many markets across the country as close to thirty Canadian markets analyzed by the report had an average home listing price of less than $300,000 for four-bedroom, two-bathroom homes. Ontario accounted for five of the ten most affordable markets in the study, while an additional three markets were in Atlantic Canada.

Serving as an analysis of the most expensive and affordable markets across North America, the Coldwell Banker HLR provides a snapshot of the average listing price of four-bedroom, two-bathroom homes across Canada and the US. This year's report analyzes more than 72,000 home listings in more than 2,500 North American markets, comparing the listing prices of similar homes in markets throughout Canada and the U.S. from January 2012 to June 2012.

About North America's Most Expensive Markets

Vancouver once again held its position as the most expensive market in Canada, with an average list price of $1,876,414 for the subject home. Nearby Richmond ($1,181,654) and Burnaby ($917,968) followed Vancouver as the BC markets secured the top three spots in Canada.

"The universal appeal of Vancouver for foreign buyers and relocating Canadians, particularly retirees, continues to fuel demand for this market," said Paul Prade, president of Coldwell Banker Westburn Realty, operating throughout the Greater Vancouver area. "Despite some moderation after new mortgage regulations took effect last July, listing prices in our market are a product of ongoing high demand, projected population growth and the low inventory levels of homes in what is one of the most desirable locations in Canada."

In the U.S., the five most expensive markets are all in California, with four in the San Francisco Bay Area. Los Altos, Calif. tops the list, followed by Newport Beach ($1,658,000), Saratoga ($1,582,434), Menlo Park ($1,506,909) and Palo Alto ($1,495,364). But even with these high priced markets, California was not the most expensive state. The average listing price of a four-bedroom, two-bathroom home in California ($431,625) is less than both Hawaii ($742,551) and Massachusetts ($489,063).

About North America's Most Affordable Markets

Not surprisingly, the most affordable markets in North America this year are all found in the U.S. Four of the top 20 most affordable markets are located in Michigan, where bidding wars are making headlines, particularly in pockets of the metro-Detroit region. The most affordable market is Redford, Mich. a suburb of Detroit with an average list price of $60,490. Redford is followed by College Park, Ga. ($62,080); Detroit, Mich. ($65,155); Cleveland, Ohio ($70,066); and Poinciana, Fla. ($76,341). In the South, Georgia and Florida each have four of North America's 20 most affordable markets.

"Canadians are well aware of the wealth of real estate opportunities that are currently available in many U.S. markets," said John Geha, "In fact, Canadians are the number one foreign buyers in the U.S., with a particularly strong presence in warm weather destinations such as Florida and Arizona that are favoured by Canadian 'snowbirds'."

Rhino killings for horns rapidly rise in S. Africa

VAALKOP DAM NATURE RESERVE, South Africa (AP) ? By the time ranchers found the rhinoceros calf wandering alone in this idyllic setting of scrub brush and acacia, the nature reserve had become yet another blood-soaked crime scene in South Africa's losing battle against poachers.

Hunters killed eight rhinos at the private Finfoot Game Reserve inside the Vaalkop Dam Nature Reserve this month with single rifle shots that pierced their hearts and lungs. The poachers' objective: the rhinos' horns, cut away with knives and popped off the dead animals' snouts for buyers in Asia who pay the U.S. street value of cocaine for a material they believe cures diseases.

That insatiable demand for horns has sparked the worst recorded year of rhino poaching in South Africa in decades, with at least 588 rhinos killed so far, their carcasses rotting in private farms and national parks. Without drastic change, experts warn that soon the number of rhinos killed will outpace the number of the calves born ? putting the entire population at risk in a nation that is the last bastion for the prehistoric-looking animals.

"This is a full-on bush war we are fighting," said Marc Lappeman, who runs the Finfoot reserve with his father Miles and has begun armed vigilante patrols to protect the remaining rhinos there. "We here are willing to die for these animals."

Unchecked hunting nearly killed off all the rhinos in southern Africa at the beginning of the 1900s. Conservationists in the 1960s airlifted rhinos to different parts of South Africa to spread them out. That helped the population grow to the point that South Africa is now home to some 20,000 rhinos ? 90 percent of all rhinos in Africa.

From the 1990s to 2007, rhino poachings in South Africa averaged about 15 a year, according to a recent report by the wildlife trade monitoring network TRAFFIC. In 2008, however, poachers killed 83 rhinos and by 2009, the number hit 122, the report says.

The killings grew exponentially after that: 333 in 2010, 448 in 2011 and as of Tuesday, at least 588 rhino killed this year alone, according to South Africa's Department of Environmental Affairs.

"That the year-on-year rhino poaching losses have continued to grow in the face of heightened awareness, constant media attention and concerted law enforcement effort is testament to just how pervasive and gripping the rhino crisis in South Africa has become," TRAFFIC wrote in its August report. "If poaching continues to increase annually as it has done since 2007, then eventually deaths will exceed births and rhino numbers in South Africa will start to fall."

Most of the killings, according to government statistics, occur in South Africa's massive Kruger National Park, covering 19,400 square kilometers (7,500 square miles) in the country's northeast abutting its borders with Mozambique and Zimbabwe. There, the impoverished slip across the park's borders, largely from Mozambique, to kill and dehorn rhino, earning the equivalent of months' wages in a single night of hunting. South Africa has deployed soldiers in the park with dogs to sniff out poachers, but their small force can't sufficiently cover a park that's roughly the same size as New Jersey.

The horns are sold by criminal gangs and smuggled into Asia. While poachers have been shot dead and hundreds of suspects arrested this year, the rhino killings continue unstopped largely because the trade is transnational and worth millions of dollars, said Julian Rademeyer, a journalist in South Africa who wrote "Killing for Profit," a book on rhino poaching that came out this month.

"The problem with law enforcement strategies is they end where our border ends," Rademeyer said.

And law enforcement can't always be trusted in South Africa, where corruption eats away at the nation. There have been several cases of rangers assigned to guard parks being arrested for aiding poachers.

With both South Africa and Swaziland allowing rhino to be hunted legally, criminal gangs have obtained hunting licenses under false pretenses. Gangs have hired prostitutes and the poor from Asia and Eastern Europe to pose as big game hunters with licenses to kill a single rhino apiece, Rademeyer said. Their "trophies" end up shipped back to Asia, where the horns are removed and sold.

Rhino horn is made of keratin, a tough protein found in human fingernails. Doctors have repeatedly said the material has no medical value. In Asia, however, demand for rhino horn has jumped dramatically. Experts blame it partly on a widespread rumor in Vietnam that rhino horn cures cancer, though some elite Vietnamese grind up horn and take it as a hangover cure or as a fever reducer.

The ever-increasing demand saw Vietnamese poachers kill the last of Vietnam's rare Javan rhinoceros last year for its horn. The World Wildlife Fund ranked Vietnam as the worst country for wildlife crime in Asia and Africa in July. The country is seen as having lax laws on importing horns. Diplomats at the Vietnamese Embassy in South Africa's capital Pretoria have also been linked to trafficking. Earlier this month, a South African court sentenced a Thai national to 40 years in prison for selling rhino horns.

With high-level officials involved and a strong demand, Rademeyer said poaching "will probably get a lot worse before it gets any better."

Rhino poachers have gone beyond Kruger and are targeting private farms and reserves. Poachers likely watched the Finfoot Game Reserve, which breeds rhino for game viewing, for days, Lappeman said. Workers caught a man in ragged clothes lurking around the park with more than 1,000 rand ($115) in crisp hundred rand bills and a new mobile phone in his pocket around the time of the killings, Lappeman said.

The poachers fired on the rhino far from the game lodge, probably moving methodically closer as no one came to investigate the shots, he said. Lappeman said he and his father only found the dead rhinos the day after seeing the lost calf.

One wounded mother rhino walked all the way to the property's edge, finally dying on a dirt road to be found first thing that morning.

"She had physically come to the road to die, to say, 'I'm dying, come fetch my calf,'" Lappeman said.

Sony's PlayStation3 beats Nintendo's Wii U over Black Friday

SAN FRANCISCO (Reuters) - Sony Corp sold over 525,000 PlayStation3 consoles in the United States during the week of Black Friday that kicks off the holiday shopping season, surpassing sales of Nintendo's new Wii U.

Sony Computer Entertainment Inc said on Thursday that sales of its six-year-old PlayStation3 jumped 9 percent over the same period last year. The sales compared with over 400,000 units sold of Nintendo's Wii U, the new console on which the Japanese company is staking much of its future.

Microsoft Corp sold over 750,000 units of its Xbox 360 console during the week of Black Friday, one of the heaviest U.S. consumer-spending periods of the year.

The results could deal a blow to Nintendo, which is hoping that the Wii U, which comes with a touchscreen "GamePad" controller, will revive growth and pull it out of the red in coming years. Since its November 18 U.S. launch, the Wii U has been marred by technical glitches, including long software download times.

Analysts have said the initial sales numbers may have been curbed by insufficient supply, common during the launch of new products.

On Monday, Nintendo said Wii U consoles were "effectively sold out" in U.S. retail stores.

Sales of consoles and portable handheld game devices like the Nintendo 3DS are crumbling as gamers migrate to offerings on smartphones and tablets. According to research firm NPD Group, video game hardware sales slid 37 percent in October from a year ago.

The battle between the three game makers is expected to intensify when Sony and Microsoft launch their own next-generation PlayStation and Xbox consoles, expected in 2013.

Measles vaccine given with a microneedle patch could boost immunization programs

ScienceDaily (Nov. 27, 2012) ? Measles vaccine given with painless and easy-to-administer microneedle patches can immunize against measles at least as well as vaccine given with conventional hypodermic needles, according to research done by the Georgia Institute of Technology and the Centers for Disease Control and Prevention (CDC).

In the study, the researchers developed a technique to dry and stabilize the measles vaccine -- which depends on a live attenuated virus -- and showed that it remained effective for at least 30 days after being placed onto the microneedles. They also demonstrated that the dried vaccine was quickly released in the skin and able to prompt a potent immune response in an animal model.

The microneedle technique could provide a new tool for international immunization programs against measles, which killed nearly 140,000 children in 2010. The research was reported online October 5 in the journal Vaccine, and will appear in a special issue of the journal. The research was supported by the Georgia Research Alliance -- and indirectly by the Division of Viral Diseases and Animal Resources Branch of the CDC, and by the National Institutes of Health through its support of efforts to develop a microneedle-based influenza vaccine.

"We showed in this study that measles vaccine delivered using a microneedle patch produced an immune response that is indistinguishable from the response produced when the vaccine is delivered subcutaneously," said Chris Edens, the study's first author and a graduate student in the Wallace H. Coulter Department of Biomedical Engineering at Georgia Tech and Emory University.

Measles immunization programs now use conventional hypodermic needles to deliver the vaccine. Large global immunization programs therefore require significant logistical support because the vaccine must be kept refrigerated, large numbers of needles and syringes must be shipped, and the ten-dose vaccine vials must be reconstituted with sterile water before use.

Because it requires a hypodermic needle injection, measles immunization programs must be carried out by trained medical personnel. Finally, used needles and syringes must be properly disposed of to prevent potential disease transmission or reuse.

Use of microneedle patches could eliminate the need to transport needles, syringes and sterile water, reducing logistical demands. Vaccination could be done by personnel with less medical training, who would simply apply the patches to the skin and remove them after several minutes, making possible door-to-door campaigns similar to those used in polio vaccination. Single-use patches could also reduce the waste of vaccine that occurs when all ten doses in a vial cannot be used.

"A major advantage would be the ease of delivery," said Mark Prausnitz, a professor in the Georgia Tech School of Chemical and Biomolecular Engineering, and one of the inventors of the microneedle patch. "Microneedles would allow us to move away from central locations staffed by health care personnel to the use of minimally-trained personnel who would go out to homes to administer the vaccine."

Many countries in the Western Hemisphere have eliminated endemic transmission of the disease, though travelers often serve as sources for imported cases. However, measles remains the leading cause of vaccine-preventable death among children elsewhere in the world, prompting interest in alternative vaccination techniques.

"Measles is extremely infectious, and we need an immunization coverage rate of around 95 percent to interrupt its transmission," said Dr. Paul Rota, Measles Laboratory Team Lead of CDC's Division of Viral Diseases and one of the study's co-authors. "Microneedles represent a real potential game-changer in developing strategies to get high global coverage for a measles vaccine."

In their study, the CDC-Georgia Tech team first faced the challenge of converting a liquid vaccine to a formulation that could be readily applied to stainless steel microneedles and dried for packaging. The work was made more difficult by the fact that the vaccine contains an attenuated live virus whose integrity had to be maintained.

The researchers began by studying materials that could be combined with the vaccine to improve its stability in dry form. Ultimately, they obtained the best results by adding a sugar known as trehalose to the liquid vaccine. That formulation was applied to the microneedles -- which were about 750 microns long -- by dipping them into the solution and allowing the liquid to dry. The vaccine dose on the microneedles was controlled by the number of times the microneedles were dipped into the solution.

Cotton rats (Sigmodon hispidus) used in the study were divided into seven groups of five animals each for the testing. The comparison showed that vaccination with the microneedle technique produced an immune response that was statistically indistinguishable from that produced by vaccination with the hypodermic needles.

"The two major accomplishments of this study are that the vaccine can be stabilized on microneedles, and that it could dissolve in the skin to provide a good immune response," Rota said.

To advance the microneedle technique, the researchers are now working to improve the stability of the dry vaccine with the goal of eliminating the need for refrigeration. They are also studying the use of polymer-based microneedles that would fully dissolve in the skin, removing the need to dispose of potentially infectious waste.

Ultimately, a microneedle-based measles vaccine will need to be evaluated for safety and efficacy in a non-human primate model and in several clinical trials before it can be used routinely in humans.

Microneedles are also being studied for administration of vaccines against influenza, polio, rotavirus, tuberculosis, and hepatitis B. The microneedle measles vaccine would likely find its first use in the developing world as part of measles elimination campaigns, and would probably not replace the Measles-Mumps-Rubella (MMR) vaccine used in the United States.

"This represents a different direction for us, which is campaign-mode global health vaccination," said Prausnitz. "I see the greatest impact of the measles patch being in developing-country vaccination programs where the logistical advantages of this simple-to-use technology will have the most public health benefit."

In addition to those already mentioned, the research team included Marcus L. Collins and Jessica Ayers, both from the CDC.

Cabinet voids US$511 million GMR contract, gives airport developer seven day ultimatum to leave thumbnail

The Maldivian cabinet has declared the agreement with Indian infrastructure giant GMR to develop Ibrahim Nasir International Airport (INIA) void, and has given the company a seven day ultimatum to leave the country.

?The government has given a seven day notice to GMR to leave the airport. The agreement states that GMR should be given a 30 day notice but the government believes that since the contract is void, it need not be followed,? said Attorney General (AG) Azima Shukoor.

During a press conference on Tuesday evening, Shukoor stated that the government reached the decision after considering ?technical, financial and economic? issues surrounding the agreement.

The attorney general claimed the government had obtained legal advice from ?lawyers in both the UK and Singapore as well as prominent local lawyers ? all who are in favour of the government?s legal grounds to terminate the contract.?

?We also got advice from both local and international lawyers in the Maldives Airports Company Limited (MACL),? she added.

Shukoor said the government had two legal grounds to terminate the contract: one in which the government believed the contract was ?void ab initio? ? meaning to be treated as invalid from the outset; and the second being ?frustration?, an English contract law doctrine which acts as a device to set aside contracts where an unforeseen event either renders contractual obligations impossible, or radically changes the party?s principal purpose for entering into the contract.

?The contract is governed by the English contract law. The government believes that the agreement is void ab initio meaning the contract was void from the beginning or the contract is frustrated,? she said.

She added the termination of the agreement was a ?purely legal decision? and did not have any connection with the recent series of anti-GMR protests headed by the religious Adhaalath Party (AP).

The decision was, Shukoor insisted, made ?professionally? and after ?thorough research?.

Shukoor also claimed the government was going to initiate the arbitration process in Singaporean Courts and had already informed its decision to both GMR and MACL.

Asked how the government planned fund the estimated US$700 million in compensation for terminating the contract, Shukoor declined to speak of the sum of money but expressed ?full confidence? in winning a court battle.

?We were advised by very professional lawyers including Queen?s Counsels (QC). We have full confidence in winning the case,? she said.

?We do not intend to share all our legal arguments in this press conference. Please do respect that decision,? she added.

?Completely irrational?: GMR

GMR has slammed cabinet?s decision as ?unilateral and completely irrational?.

?This unlawful and premature notice on the pretext that the concession agreement is ?void? is completely devoid of any locus standi and is therefore being challenged by the company before the competent forums. The company disputes that the concession agreement is ?void?,? GMR said in a statement.

?The company would further like to state that it has taken all measures to continue operations at the Ibrahim Nasir International Airport thereby ensuring that this vital gateway to Maldives is kept open.

?We would also like to inform all that this action by the government of the Maldives is in complete disregard of and has been done during the pendency of arbitration proceedings in the designated tribunal in Singapore. We are therefore taking all measures to ensure the safety of our employees and safeguard our assets. We are confident that the stand of the company will be vindicated in every way.?

Speaking to Minivan News, GMR Executive Vice President & Group Head of Corporate Communications, Arun Bhaghat, said the only reason for the decision as stated in the government?s letter was that the airport development charge had been ruled unleviable by the Civil Court, and therefore the entire contract was void.

In late 2011 the then-opposition Dhivehi Qaumee Party (DQP) filed a successful Civil Court case blocking GMR from charging an Airport Development Charge (ADC) ? a US$25 charge for outgoing passengers stipulated in the concession agreement ? on the grounds that it was a tax not authorised by parliament.

Nasheed?s administration chose to honour the original contract, and instructed GMR to deduct the ADC revenues from the concession fees due the government, while it sought to appeal the Civil Court ruling.

However, the Nasheed government fell a month later and the opposition inherited the result of its court victory, receiving a succession of bills from the airport developer throughout 2012, despite the government?s insistence that the January 5 letter from MACL outlining the arrangement was no longer valid.

In the first quarter of 2012 the government received US$525,355 of an expected US$8.7 million, after the deduction of the ADC. That was followed by a US$1.5 million bill for the second quarter, after the ADC payable eclipsed the revenue due the government.

Combined with the third quarter payment due, the government now owes the airport developer US$3.7 million.

?The net result of this is that the Maldivian government now has to pay GMR for running the airport. On this basis it is likely that the Maldivian government will end up paying about MVR 8 billion (US$519 million) to GMR for the duration of the contract,? wrote Dr Hassan Saeed, DQP Leader and President Mohamed Waheed?s Special Advisor, in a recent appeal to Indian Prime Minister Manmohan Singh calling on him to cancel the Maldives? agreement with GMR and warning the Indian PM of ?rising extremism? as a result of the GMR deal and anti-Indian sentiment.

GMR attempted to compromise by offering to exempt Maldivian nationals from the ADC, with GMR Chairman G M Rao personally mailing Waheed with the offer, but claimed to have received no response from the government.

?This is by far the single largest foreign investment in the Maldives at US$511 million ? in today?s figures, 40-50 percent of the Maldives? GDP,? observed Bhaghat, adding that the company was supremely confident of defending its legal position.

?We have no plans to go. We have 23 more years here,? he said, vowing that the cabinet?s decision would have ?no effect? on the operation of the airport.

?The defence force in this wonderful country is well geared to ensure smooth operation of the airport,? Bhaghat told Minivan News.

India backs GMR: ?All necessary measures?

The government of India ?proposes to monitor the situation in Maldives closely and is prepared to take all necessary measures to ensure the safety and security of its interests and its nationals in the Maldives,? India?s Ministry of External Affairs has meanwhile said in a statement.

?We have noted the decision by the Government of Maldives to terminate the agreement with the GMR Group to manage the Male International Airport. It would be recalled that the consortium consisting of GMR and MAHB (Malaysian Airport Authority) had been awarded the contract to manage the Male? International Airport concession through a global tender conducted by the International Finance Corporation (IFC), Washington, a member of the World Bank.

?As the Advisor to the Government of Maldives, the IFC has stated that it has complied with Maldivian laws and regulations and followed international best practices at each step of the bidding process to ensure the highest degree of competitiveness, transparency and credibility of the process,? the statement read.

?The investment by GMR represents the single largest foreign direct investment in the history of Maldives. The decision to terminate the contract with GMR without due consultation with the company or efforts at arbitration provided for under the agreement sends a very negative signal to foreign investors and the international community. The Government of India would continue to remain engaged with the Government of Maldives on this issue, and would expect that the Government of Maldives would fulfil all legal processes and requirements in accordance with the relevant contracts and agreement it has concluded with GMR in this regard.?

?Destabilising the country?: MDP

The Maldivian Democratic Party (MDP) has meanwhile accused cabinet of destabilising the country by attacking foreign investment and supporting ?extremist? rhetoric.

?This decision is bad for tourism, bad for the economy and bad for the Maldivian people,? said former President Mohamed Nasheed.

?Waheed?s government has cynically used xenophobia, nationalism and religious extremism to attack GMR, the country?s largest foreign investor. This will put off potential investors for decades. Waheed is leading the Maldives down the path to economic ruin,? he stated.

MDP MP and Spokesperson Hamid Abdul Ghafoor told Minivan News that disputed contracts could be unravelled through a legal process, but said the executive?s decision to void the contract and evict the country?s single largest foreign investor was not backed by any law.

?If cabinet has now decided to revoke the contract, who is going to execute the order? The contract is bound under international law. The case is still being heard by a court of arbitration in Singapore,? Ghafoor said.

?Will police be executing this order to reclaim the airport, or will it be Islamist elements? This is an executive decision that is being taken without any legal or political backing.?

Maldives National Defence Force (MNDF) Spokesperson Colonel Abdul Raheem said the military was ?not involved? in the airport issue: ?We will however, continue to take care of security [at the site] and look after it,? he said.

Police Spokesperson Sub-Inspector Hassan Haneef told Minivan News that any decision to enforce the decision would have to be directed by the President?s Office.

Decision prompted by ?extremists?

Ghafoor claimed that threats of direct attacks on foreign investors reflected what he was the growing role of extremist Islamic thinking within the most senior decision making of the present government.

Raising concerns over the legality of voiding the GMR contract, Ghafoor pointed to recent comments in local media by the government-aligned religious Adaalath party, whose president Sheikh Imran Abdulla was yesterday quoted as threatening to ?invade the runway? should the government not renege on the airport agreement.

?The deal was done very transparently, and [the government] have never been able to prove any wrongdoing,? Ghafoor claimed. ?Yet, what is most worrying is that we have the cabinet of what we believe is an illegitimate government that is being influenced by extremist influences.?

Ghafoor alleged that the government?s decision over the GMR issue was being driven by former President Maumoon Abdul Gayoom?s Progressive Party of Maldives (PPM), Adhalaath Party President Sheikh Imran and fellow party member and Minister of Islamic Affairs, Sheikh Mohamed Shaheem Ali Saeed.

?We are now seeing the government partnering with and backing the rhetoric of a movement led by an Islamist group, it is very apparent what is going on here,? he said.

MP Ghafoor further claimed that parliament had, as of this evening, received no information on the decision to renege on the GMR agreement, adding that several no-confidence motions against senior government figures including President Waheed were scheduled.

?What is going on right now is a shift in parliament,? he said.

Ghafoor also claimed that beyond the potential legal and economic ramifications of reneging on the sovereign agreement with GMR, rumours of a Chinese intermediary stepping in to cover possible financial consequences could significantly affect the Maldives internationally.

?In terms of geopolitics, we are hearing about a Chinese connection to the [airport issue] that does not put the country in a comfortable position,? Ghafoor claimed. ?Ideologically and culturally we have much closer ties to India than China.?

Returning from a visit to China back in September, President Dr Mohamed Waheed Hassan told reporters that Chinese aid to the Maldives would not be limited to a US$500million (MVR7.7billion) loan finalised earlier this year.

Waheed revealed at the time that the Chinese government had pledged to make all necessary aid available to the Maldives, including assistance with road and shipping development, local media reported at the time.

Regarding China?s view on Maldivian politics, Waheed noted that the Chinese were amongst the first nations to recognise his unity government.

?The Chinese Prime Minister personally told me that he had full confidence and support for the Maldivian government,? Waheed was reported as saying.

However, the Maldives government this evening dismissed suggestions that China would be taking a role in any future airport development.

?On this matter, China is as far away from the airport development as is physically possible,? said Presidents Office Media Secretary Masood Imad.

Troubled airport agreement

The agreement with the GMR-Malaysia Airports Holdings Berhad consortium was signed on June 28, 2010 with the Nasheed administration, following a bidding process conducted by the World Bank?s International Finance Corporation (IFC).

The GMR-MAHB consortium narrowly beat Turkish-French consortium TAV Holdings-A?roports de Paris Management (ADPM), scoring a final Net Present Value (NPV) score of 495.18 to the runner up?s 454.04 at conclusion of the bid.

GMR?s win was based on playing to the government?s highest-scoring factors ? fuel share revenue and upfront payment ? at the expense of non-fuel related airport revenue.

As part of its successful bid, GMR paid the government US$78 million and 1 percent of non-fuel revenue and 15 percent of fuel revenue for 2011-2014, increased to 10 percent and 27 percent respectively for 2015-2025. The developer at the time anticipated that additional services and duty free development for the country?s well-heeled clientele, as well as the Maldives? tourism growth potential, would offset the risks of the higher fuel share.

Opposition parties at the time the agreement was signed ? and are now in government following February 7?s controversial transfer of power ? first opposed GMR?s development of the airport on nationalistic grounds, and then levelled numerous allegations against the company ranging from corruption to concerns that the deal would allow Israeli bombers to refuel en route to bombing Arab countries.

Further protests occurred in December 2011 after GMR ceased renewing lease agreements of several existing airport duty free operators, notably duty-free liquor store Alpha-MVKB.

The High Court upheld at the time that since GMR had given notice on March 1, 2011 and, as per the agreement, the contract had been terminated on March 31. The court concluded that MVK had no right to remain at the airport without approval from GMR, and began packing up the store?s contents on December 4. Following the eviction, MVK CEO Ibrahim Shafeeq accused GMR of breaking into his shop and stealing his stock, and then launched a ?Go Home GMR? protest.

As tension with the developer increased, President Waheed?s cabinet attacked the IFC as ?irresponsible? and ?negligent? in conducting the bidding process.

The IFC denied the accusations, stating that its advice was geared towards achieving the ?objective of upgrading the airport and ensuring compliance with applicable international regulations? and providing the Maldives government ?with the maximum possible revenue?.

The stand-off escalated in early August 2012 following a stop work order on the new terminal development, after the government alleged certain planning permissions had not been obtained from the Civil Aviation Authority.

Growing numbers of bedbug outbreaks are prompting more people to use insecticides, sometimes with dire results.

People creeped-out by rising rates of bed bug infestations may be taking eradication too far, according to federal health officials alarmed by growing reports of pesticide misuse -- and poisonings.

Between 2006 and 2010, there were 129 reports of people who suffered mild to serious health harms when outdoor pesticides were used indoors, according to a health advisory issued this week by the Centers for Disease Control and Prevention and the Agency for Toxic Substances and Disease Registry. One woman died.

?Many people are somewhat desperate to find any solution,? said Bernadette Burden, a CDC spokeswoman. ?This is something they?re not used to. Oftentimes, they?re tempted to use any insecticide that they can get their hands on.?

That was certainly true for Melissa Constantinou, 25, a personal chef in Lowell, Mass., who was plagued with bedbugs last year. Her apartment was treated four times and she says the potential for health problems never entered her mind.

?Oh my gosh, it?s so emotionally disturbing,? she said. ?I was willing to do whatever it took. I didn?t think about the long-term effects at all.?

The problem is ?an emerging national concern,? the health agencies said, citing data from the National Pesticide Information Center, where inquiries about bedbugs nearly doubled between 2007 and 2011. Nationwide, reports of bedbug infestations have been rising for years, the CDC says. Between January 2008 and April 2012, first-time service calls for bed bug treatment tripled, from about 100 to 300 requests a month, according to a survey conducted by Jeff White, technical director of the website BedBug Central.

Most of the problems arise when people use too much pesticide or apply it improperly, said David Stone, director of the NPIC, who monitors the data.

?A lot of them don?t understand that the label is the law,? said Stone. ?This product should not be applied directly to the skin. That product should not be used on mattresses.?

Victims suffered typical symptoms of pesticide poisoning, including headache, nausea, vomiting, diarrhea, dizziness and muscle tremors.?

In Ohio, in 2010, a family that included two parents, four young children and a roommate all became ill after an uncertified pesticide company used malathion to spray an apartment five times over three days. The pesticide malathion was not registered for indoor use and the crew applied it so liberally that the beds and floor coverings were saturated, according to a recent CDC account.

The death occurred when a 65-year-old North Carolina woman with heart and kidney problems became ill after liberal pesticide use. She and her husband sprayed all the walls and baseboards in the house with one kind of insecticide, used a different insecticide on the mattress and box springs, and opened nine cans of insecticide fogger. Two days later, they reapplied insecticides to the mattresses and box springs and opened another nine cans of a different fogger. The woman applied a flea and bedbug pesticide to her arms, sores on her chest and her hair before covering it with a plastic cap.

Two days after the second application of the pesticides, the woman?s husband found her unresponsive. She was hospitalized for nine days before her death, the CDC report said.

?Outdoor pesticides should not be used indoors under any circumstances,? ATSDR officials warn. Consumers must make sure to read the product labels carefully to make sure they?re registered with the Environmental Protection Agency and that they?re certified for indoor use.

?More importantly, follow the guidance and make sure you?re using the right pesticide and that you?re treating the right pest,? said the CDC?s Burden, who noted that bedbugs often can resemble other critters at different stages in their life cycle.

The Santa Fe New Mexican says as the city is preparing to annex land that includes MHCs, Santa Fe City Councilor Carmichael Dominguez wants to ensure that new manufactured housing developments comply with the same standards as other new neighborhoods, which includes sidewalks, drainage, landscaping and parks. Further, acknowledging the change is also one of terminology, he wants to change the wording in the city code from ?mobile home? to ?manufactured housing? to reflect current day realities, citing HUD?s regulation of the production of manufactured housing since 1976. As MHProNews has learned, Dominguez hopes to encourage landowners to redevelop property with better amenities.

Belarus urges IMF to clear way for credit program

MINSK (Reuters) - Belarussian President Alexander Lukashenko accused the International Monetary Fund of playing politics and said the Fund should clear the way for a new $3.5 billion credit program.

The former Soviet republic, which is recovering from a balance-of-payments crisis and a subsequent devaluation of the Belarussian rouble, faces a foreign debt repayment crunch in 2013.

In an interview with Reuters on Monday, Lukashenko, who has been in power since 1994 and allows only limited market reforms in the state-dominated economy, said Belarus had fulfilled all agreements with the IMF and was in talks on a possible new credit arrangement.

But he said he wanted the Fund to cease taking a political approach in its dealings with Belarus.

"If the IMF is a purely financial and economic organization we will reach an agreement with it. If it plays politics, we will be holding talks for a long time," he said.

"As soon as the IMF gets away from political cliches and political criteria in its approach to Belarus, we will reach an agreement in 24 hours," he added.

Belarussian authorities say they believe the Fund is stalling on providing a new program to replace a $3.5 billion package, which ended in 2010, because of the leadership's poor relations with the European Union.

Lukashenko and his inner circle have been placed under travel sanctions by the EU and Washington because of a crackdown on the political opposition at home.

The IMF has been sharply critical of the economic course pursued by Lukashenko.

A visiting IMF mission last month urged Belarus's central bank to raise interest rates and criticized a government plan to boost public sector wages which would put pressure on prices and the rouble's exchange rate.

BAILOUT PACKAGE

Sharp wage rises on the eve of a presidential election in December 2010 when Lukashenko secured a fourth successive term in power were widely seen as contributing to an acute balance-of-payments crisis the following year.

The crisis forced Minsk to take a bailout package from ex-Soviet ally Russia in exchange for pledges to allow the privatization of key state companies that could interest Russian investors and the sale of the Belarussian gas pipeline network.

Heavy borrowing led to a record growth in external debt which now stands at around $12 billion, $3 billion of which is scheduled to be repaid next year. Of this, $1.6 billion are repayments to the Fund due under the old program.

Lukashenko, replying to a question on where new money could come from, shrugged off possible difficulties in repayments.

"With GDP (gross domestic product) at $60 billion and a budget of $20 billion, this is not a big problem. We have agreements that if we need a billion or less we can refinance and agree to a postponement. We agreed with our creditors that we can delay repayment of these loans," he said.

At the beginning of autumn, the Belarussian rouble hit fresh volatility, money market rates rose and rouble deposits fell. The central bank responded by cutting the refinancing rate and urging banks to limit lending.

"We had to use market instruments. We raised credit rates ... We had to use these unpopular methods and this to a certain extent was reflected in the economy," he said.

Over the past 10 months, economic growth has slowed to 2.2 percent from just over 7 per cent in the same period of last year.

But Lukashenko stood by an earlier forecast of 5 percent growth for this year. "There is no problem with ensuring growth of 5 percent. This is the minimum which we can achieve," he said

Belarus is forecasting growth at 8.5 percent next year.
